Eileen Wheeler, Manager
Eileen, native of New Jersey, moved to Colorado Springs in 1980 and has been serving the citizens of El Paso County for twenty-five consecutive years. She joined this office in November 1984 as Assistant to the Deputy Clerk to the Board and was promoted to Manager of the department in February 1989. In this role she has worked with twenty one County Commissioners (and counting). Eileen’s primary role is to assist the Clerk & Recorder to fulfill the statutory functions of the Clerk to the Board as delineated in Article XIV, Section 8 of the Colorado Constitution and Colorado Revised Statute (C.R.S.)30-10-402. Eileen has extensive knowledge in County government operations including areas relating to Colorado Beer and Liquor Codes, Colorado Open Meetings Law and Open Records Act, Rules and Procedures of Board of County Commissioners, and hearing procedures for the Board of Equalization and Special District Service Plans. In 2006, Eileen was awarded the first ever Clerk & Recorder’s Quarterly Leadership Award. Eileen and her husband, Bobby, enjoy home remodeling projects, camping, and their dog Reba.

Agendas
The Clerk to the Board prepares the agendas for Board meetings held each Tuesday and Thursday (Thursdays only July - August), coordinating items with County officials and departments. 

Board Meetings
The Clerk to the Board records the proceedings and registers the votes cast by each Commissioner, retains exhibits, and processes hearing materials. The live Internet audio stream and indexed audio for Board meetings are available via this link.

Minutes
The action Minutes include all main votes and outcomes, direction by consensus and from the Chair, and purposes for holding Executive Sessions.
The Board's actions (unofficial) are reflected in the Results, which is replaced by the Minutes once approved by the Board, is available via this link.


Records and Documents
Records indexed and retained by the Clerk to the Board include adopted Resolutions, Ordinances and Contracts. Certified copies of documents and audio and audio/video duplications (cassettes, CDs and DVDs) may be purchased. Ordinances are available via this link.
