The Election Department has compiled responses to some of the more commonly asked questions received regarding voting and voter registration.



Who can register and vote?  

If you are a U.S. citizen who will be 18 years old on Election Day, and have been a resident of your precinct for 30 days prior to the election in which you wish to vote, you can register and vote. You must register 29 days before the election to qualify to vote in that election.

How do I become eligible to vote?

In order to be eligible to vote, you must register in the county in which you reside. By registering, you declare your residency in the State of Colorado within the county and district of your actual physical residence.


How do I register to vote?

Complete the voter registration form found at the link below. Complete all sections of the form and mail to the El Paso County Clerk & Recorder, Election Department, P.O. Box 2007, Colorado Springs, CO 80901; fax it to (719) 520-7327, or by email in a PDF format to carweb@elpasoco.com, no later than 29 days before an election. If you leave any section of the voter registration form incomplete, you may not be registered.

How do I change my address if I have moved?

If you move from your voter registration address, you must change your address with the Election Department. You can either mail your address change to the Clerk & Recorder's Office, or you can update your voter information at one of the Motor Vehicle office locations. If you are notifying the Election Department of your address change by mail, you will need to provide; your previous address, new address, date of birth, and signature. You may print the Voter Registration form located in the Forms section on the Election Department website to make any requested changes to your voter registration. You may fax your change of address information to (719) 520-7327. If you wish to submit your change of address by email, it must be in a PDF format, you can submit via carweb@elpasoco.com.

Do I have to bring my identification to register to vote?

No, it is not necessary to present identification when you register to vote in person. If you are a first time voter registering to vote by mail, you will need to provide a valid CO Driver's License Number or CO Department of Revenue ID number on the voter registration form. If you do not have a valid CO Driver's License or CO Department of Revenue ID number you must check the box indicating you do not have a valid CO Driver's License of CO Department of Revenue ID number and provide at least the last four digits of your Social Security Number and a copy of one of the following forms of identification:

A valid Colorado driver's license ;
A valid identification card issued by the Department of Revenue ;
A valid U.S. passport;
A valid employee identification card with a photograph of the eligible elector issued by any branch, department, agency, or entity of the United States government or of this state, or by any county, municipality, board, authority, or other political subdivision of this state;
A valid pilot's license  issued by the Federal Aviation Administration or other authorized agency of the United States;
A valid U.S. military identification card with a photograph of the eligible elector; or
A copy of a current utility bill, bank statement, government check, paycheck, or other government document that shows the name and address of the elector. (A cable bill, a telephone bill, documentation from a public institution of higher education in Colorado containing at least the name, date of birth, and legal residence address of the student elector, a paycheck from a government institution, or a Certificate of Degree of Indian or Alaskan Native Blood are sufficient forms of identification);
A valid Medicare or Medicaid card;
A certified copy of a U.S. birth certificate;
Certified documentation of naturalization; or
A valid student identification card with a photograph issued by an institution of higher education in Colorado.

What if I am 17 years old and will be turning 18 on or before Election Day?

Colorado law requires that a 17 year old must register to vote 29 days prior to the election they wish to vote in, so long as they will be 18 years old on or before Election Day. A 17 year old will not be able to vote early or by mail-in until they attain the age of 18 because Colorado Statute requires that a voter be eligible at the time the ballot is issued. They may vote early or by mail-in once they have turned 18.


Do I need to bring my identification when I go to vote (in person)?

Yes, one of the following forms of identification is required when voting early or at your polling place (in person):

A valid Colorado driver's license ;
A valid identification card issued by the Department of Revenue ;
A valid U.S. passport;
A valid employee identification card with a photograph of the eligible elector issued by any branch, department, agency, or entity of the United States government or of this state, or by any county, municipality, board, authority, or other political subdivision of this state;
A valid pilot's license  issued by the Federal Aviation Administration or other authorized agency of the United States;
A valid U.S. military identification card with a photograph of the eligible elector; or
A copy of a current utility bill, bank statement, government check, paycheck, or other government document that shows the name and address of the elector. Where do I vote?

You vote at your polling place in an assigned precinct, which is located in a neighborhood building, usually a school. After you register to vote, a voter information card is sent to you through the mail. Your voter information card contains your precinct number and the location of your polling place.

When do I vote?

For a polling place election you may vote at your polling place any time on Election Day between the hours of 7:00 a.m. to 7:00 p.m. The opportunity to vote early is often offered during the two week period preceding a General or Coordinated Election.

For a mail ballot election, you may vote and return your ballot as soon as it is received. Ballots are mailed between 25 and 15 days prior to the election.


How can I receive an Election Specific Mail-In Ballot?

An Election Specific Mail-In Ballot is a Mail-In Ballot request that a voter makes annually for a specific election, such as the Primary Election, the General Election, or both elections; unlike a Permanent Mail-In Ballot request which an elector makes a single request to always vote by mail. If you select to vote by mail you must vote your mail-in ballot. You will not be eligible to vote a regular ballot at early voting or at your polling place; you will be required to vote a Provisional Ballot.

A request for an Election Specific Mail-In Ballot shall be made using the application form furnished by the designated election official or in the form of a letter that includes the applicant's printed name, signature, residence address, mailing address, address where the ballot is to be mailed to, and date of birth. A request for a ballot to be mailed may also be submitted by fax to (719) 520-7327 or by email, if it is in a PDF format, to carweb@elpasoco.com. A request for a Mail-In Ballot may be filed any time after January 1 of the year of the election but not later than the close of business on the seventh day prior to the election. If the application is made for a primary election ballot, the application shall name the political party with which the applicant is affiliated or wishes to affiliate. If you are applying for a Mail-In Ballot to be mailed and you did NOT meet the ID requirements when you registered to vote by mail, a copy of one of the following forms of identification is REQUIRED to be submitted with your Mail-In Ballot:

A valid Colorado driver's license ;
A valid identification card issued by the Department of Revenue ;
A valid U.S. passport;
A valid employee identification card with a photograph of the eligible elector issued by any branch, department, agency, or entity of the United States government or of this state, or by any county, municipality, board, authority, or other political subdivision of this state;
A valid pilot's license  issued by the Federal Aviation Administration or other authorized agency of the United States;
A valid U.S. military identification card with a photograph of the eligible elector; or

What does it mean to be a Permanent Mail-In Voter?

A voter can select to always receive their ballot by mail with a single application. If a voter checks the Permanent Mail-In Voter Box on any application, the Election Department will automatically send a ballot by mail for every election coordinated by the Clerk & Recorder, until they request to be removed from the Permanent Mail-In Ballot list, the ballot is returned undeliverable, or the elector is made "inactive". If you wish to be removed from the Permanent Mail-In Ballot List you must do so in writing and prior to when Mail-In Ballots have been prepared for mailing. Electors may apply to be on the Permanent Mail-In Ballot list by completing an application or sending a letter containing the following information: your printed name, date of birth, residence and mailing address, party affiliation, your signature, and a statement requesting to be added to the Permanent Mail-In Ballot list. Permanent Mail-In Ballot applications may be faxed, mailed to our office, or emailed.

If a voter selects to be a Permanent Mail-In Voter, they must vote their mail-in ballot. They will not be eligible to vote a regular ballot at early voting or at their polling place; they will be required to vote a provisional ballot. Eligible electors can verify their permanent mail-in voter status on the Voter Registration Look-Up Page. You can only verify the status of Permanent Mail-In Voters.  This feature does not include election specific requests. Information regarding permanent mail-in ballot status is under the Registration Information Section.

How can I verify the Clerk & Recorder's Office has received my Mail-In Ballot?

You can verify that our office has received your Mail-In Ballot by going to the Voter Registration Look-Up Page and looking up your voter record. The bottom section of your voter record has the status of your Mail-In Ballot.

Ballot Status Codes:
Prepared-Application has been processed but the ballot has not yet been mailed.
Sent-Ballot has been mailed but has not yet been returned to the Clerk & Recorder by the voter.
Received-Ballot has been received by the Clerk & Recorder but, it has not completed the Signature Verification Process.
Validated-Ballot has completed the Signature Verification Process and has been counted.
Undeliverable-Ballot has been returned by the U.S. Post Office as Undeliverable.
