For your convenience, the Emissions Extension, Vehicle Bill of Sale and Verification of Vehicle Identification Number forms are provided in Adobe Acrobat format, which requires you to have the free Adobe Acrobat Reader 
installed on your system for viewing. The forms may be printed out and completed prior to your visit to the Motor Vehicle Department. Be sure that each form is completed in full as incomplete forms are subject to rejection, which may delay the titling/registration process.
