    Winter Hours for Motor Vehicle and
    Recording Offices


    The year’s first quarter is the slowest time in our Motor Vehicle and Recording Offices.  To better plan our staffing when there are fewer customers, we are revising our office hours.

    Beginning Tuesday, January 3 through Friday, March 31, all five Motor Vehicle and Recording Offices will close at 4:30 p.m.

    We would like to remind our customers they may visit the North/Union Town Center Motor Vehicle Office on Saturdays, 8:00 a.m. – 1:00 p.m., where Recording and Election services also are available.

    • Active Duty Military ID Card Holders – In recognition of the service military personnel give to our country, the Clerk’s Office provides expedited service to active duty military ID card holders.  When visiting the County Motor Vehicle Office, show your active duty military ID to the greeter and you will be served at the front of the queue.  Thanks to our civilian customers for your consideration of our military men and women.
    • Veterans Services - The Department of Veterans Affairs has a new clinic in Colorado Springs, providing services to veterans.  The address and phone number for the location are shown below. Disabled veterans who need to obtain a disability rating letter may visit this DVA facility.  The rating letter verifies the veteran has a 50% or greater service connected permanent disability which qualifies them for certain services such as Disabled Veteran license plates.

    • Motor Vehicle Registration Cards – Effective January 1, 2016, a statewide change was implemented for certain vehicle registration cards. On the reverse side of the title/registration receipt, there will be printed a breakdown of the fees.  This is only for either new registration transactions or renewals processed in the County Clerk’s office or over the phone.

      Registration renewals transacted through the mail or online remain in the current format and will not show a breakdown of fees on the reverse side of the title/registration receipt. 

      Effective July 1, 2014, the State of Colorado enacted changes to help protect the owner of a vehicle from identity theft or other criminal activity.

      The motorist is no longer required to sign and date the registration cards. Motorists receive two registration cards when registering or renewing their motor vehicle. One registration card does not have the owner’s address printed on it.  On the card, there is a statement advising the motorist to keep that card, without the address, in the vehicle.  The second registration card does have the owner’s address printed.  To ensure security and the privacy of the owner, that card should not be left in the vehicle.

    • Effective July 1, 2006, all new and duplicate title applications are required to include a SECURE AND VERIFIABLE IDENTIFICATION to complete the transaction. Secure and Verifiable Identification is required to be presented for new registration, new placard and new temporary permit transactions, although no photocopy is required.
    • Emissions – Effective January 1, 2007, the basic emissions test is no longer required for gasoline powered vehicles in El Paso County. For further emissions information (including diesel requirements) follow the link below:

    • Effective June 1, 2009, per C.R.S. 42-3-112 (SB09-108), a $25 monthly late fee will be charged on all vehicle renewals after the last day of the month following expiration. The maximum late fee will not exceed $100.

    Exceptions: Collector plated vehicles (5-yr. registration) are charged the SB09-108 add-on fees for one year only and the fee increase for farm trucks/tractors is ½ of the amount listed above. The fees do not apply to vehicles (+50 yrs) with horseless carriage registration.

    • Driver’s License Transactions - Applicants for all Driver’s License transactions are required to show two documents as proof of their residential address. A parent's proof of address indicated on the license is acceptable for a minor child. The applicant may provide any of the following documents.

      o Utility bill
      o Credit card statement
      o Pay stub or earnings statement
      o Rent receipt (may be handwritten)
      o Telephone or cell phone bill
      o Transcript or report card from an accredited school     
      o Bank statement
      o Mortgage document
      o Tax document - Federal IRS; State; County Assessment; Local City Government 
      o Homeowner’s/renter's insurance policy
      o Vehicle registration

    • If there is more than one owner of the vehicle, all owners are required to declare their intent to have the Certificate of Title issued in Joint Tenancy with Rights of Survivorship. This may be accomplished by completing the Joint Tenancy with Rights of Survivorship Acknowledgement of Intent Form (DR2395).
    • Payment options are limited to cash, check or debit/credit cards. Each branch has an ATM in the lobby.  NOTE: there is a 2.7% Portal Administration Fee for use of credit/debit cards.
